How can we build a professional SEO before we build our portal?

Most of the WCM has a professional contents but it still not recognized by search engines like Google, yahoo or msn. the best way as i believe to build a code that has a proper language to let Google algorithm understand it immediately and raise your related contents on search to the top of the Google searches. So my question How can we build a professional SEO before we build our portal?
